65% of people use AI. 34% of companies do. That gap is your real problem.

Statistics Estonia published this year’s figures in September. Household use grew 1.4 times, enterprise use 1.5 times. Two-thirds of adults now use AI while a third of companies do, which tells you where the work is happening.
Statistics Estonia released the 2026 survey on 16 September. Sixty-five percent of people use AI, up 1.4 times on last year. Thirty-four percent of enterprises use it, up 1.5 times. Both numbers are good news for the country and one of them is a warning for individual employers.
Put them side by side. Two-thirds of working-age adults use these tools. One-third of companies report using them. The rest of the use did not stop happening when people walked into the office. It moved to personal accounts, personal phones and free tiers, on company documents, with no logging and no agreement about what may be pasted where.
The age excuse is finished
The usual objection to a company-wide rollout is that older staff will not take it up. The survey closes that argument. In the 45 to 54 band, use went from 41.8 percent to 65.6 percent in a year. In the 55 to 64 band, from 22.9 percent to 48.3 percent. The 65 to 74 band more than doubled. The youngest band, 16 to 24, sits at 89.7 percent and has nearly run out of room to grow.
Among people who do not use AI, only 1.4 percent had not heard of it. The main reason given was no perceived need. That is a different problem from unawareness and it responds to a concrete use case rather than an awareness campaign.
What companies actually do with it
On the enterprise side, the sharpest growth was in generating text, up 11.1 percentage points year on year, followed by generating photos and video, up 7 points. Both are production tasks. Neither touches the operational core, which is the same pattern the OECD flagged in its Estonia survey earlier this year.
Three things worth doing this quarter
- Ask your team what they already use, without consequences attached to the answer, and compare it to what IT thinks is in use
- Give the shadow usage somewhere legitimate to go, because a rule without a sanctioned tool just moves the activity further out of sight
- Pick one process that is not writing or image generation, since that is where the national numbers say almost nobody has gone yet
The adoption question has been answered. Your staff adopted it. What remains is whether the company gets anything out of it.
Key takeaways
- 65% of people and 34% of enterprises use AI, growing 1.4x and 1.5x year on year
- Use among 55 to 64 year olds doubled to 48.3%, which ends the argument that older staff will not adopt
- Enterprise growth is concentrated in text and image generation, not in core operations
