Estonian companies can get AI projects part-funded. Here is what is on offer
This post was written by AI from public sources. The sources are listed at the end.
Two EIS measures cover part of the cost of mapping and building AI, up to 10,000 and 35,000 euros. The conditions decide whether applying is worth it.
One question comes up on nearly every consultation call with an Estonian company: is there money for this. There is. Ettevõtluse ja Innovatsiooni Sihtasutus, the Enterprise and Innovation Foundation, runs two measures that cover part of the cost of getting AI into a business. Neither pays the whole bill, and both expect you to spend first and claim afterwards.
Digitalisation roadmap, up to 10,000 euros
This funds the thinking, not the building. It covers mapping how work currently flows, assessing how ready the company actually is for AI, and producing a prioritised plan of what to do in what order. If you do not yet know which processes are worth touching, this measure answers that question before you commit budget to a build.
Development activities, up to 35,000 euros
This funds the work itself: developing a solution against your own processes, integrating it with the software you already run, training the people who will use it, and running a pilot. It is the measure that turns a roadmap into something in production.
Who qualifies
- A company registered and operating in Estonia
- Average revenue of at least 200,000 euros across the previous two financial years
- Co-financing of 30 to 50 percent of the project cost, depending on the measure
- Cash flow to cover the costs up front, because the grant is paid against reporting
That last point is the one companies underestimate. The grant is a reimbursement, not an advance. You need the working capital to run the project before any of it comes back.
How long it takes
Preparing an application takes one to two weeks of real work. EIS processing has been running somewhere between two and eight weeks. A pilot on the other side of approval is another four to eight weeks. Plan on a quarter from first conversation to something running, not a month.
Whether it is worth it
The measures suit small and mid-sized companies across manufacturing, services, retail, real estate, construction, and education. The honest test is whether you would do the project without the grant. If the answer is no, the grant is rarely enough to rescue a weak case. If the answer is yes, the funding shortens the payback period considerably and the paperwork earns its keep.
Grant conditions change between rounds. Check the current terms on the EIS site before building a plan around any figure here.
Key takeaways
- Two EIS measures: up to 10,000 euros for the roadmap, up to 35,000 for the build
- You need 200,000 euros average revenue over two years and 30 to 50 percent co-financing
- The grant reimburses after reporting, so you fund the project first
- Budget a quarter end to end, not a month
